I think it depends on two things, one is a patience and the other is pure genetics. Some people really just can't grow their hair long enough to be really long before it falls out in favour of new follicles.

This time has only really taken me about 3 years, though I don't recall just how short it was when I decided to grow it out this time, I know I was just starting to be able to put it in a very short ponytail when I started in my job at Coles.
