Nah, this is set post-season 3 TFs. Starscream's working with the Red Sorceress in an arrangement of mutual convenience (with the obvious proviso of "for now" in there). Between the simple fact that he's as strong as most GFs and his encouraging the Red Sorceress' rebellion to start fooling around with mako mining, he is basically the catalyst that finally brings SeeD and the rest of the GFs (the Sorceress has a rogue GF, Succubus, on her side) into the civil war - something they'd been staying out of with the purpose of maintaining SeeD's over-all neutrality.
