I just realised one of my silly theories about Final Fantasy has proven true for FFXII as well.
Okay, so I came up with a pan-fandom theory that silver hair invariably equals Bad Guy. Examples include Sephiroth, Ultimecia, Kuja, Yunalesca, Baralai, Ansem, Riku and Xemnas.
Baralai is only they because he makes Shuyin silver-haired by proxy, and I know Riku doesn't stay a Bad Guy past the first KH.
But anyway, I looked again at one of the XII pictures I have collected and realised that XII has another situation like Baralai - silver-haired bad guy by default.
So, according to Wikipedia, the creators of Ivalice, the Occuria, are trying to talk Ashe into repeating the way her ancestor gained control over all of Ivalice by appearing to her as Razzler's ghost.
Razzler has silver hair, therefore the Occuria are silver-haired by proxy.
Yeah, yeah, I know Vayne is the final boss, but the Occuria don't sound totally happyfun either so it possibly counts.
