Canonically, Square ran out of money which is why FFVII is full of plotholes and why Yuffie and Vincent don't appear in any cutscenes - there wasn't the time or money to add them in.
IIRC, the original cutscenes for the game were made in 1995 and Vincent also didn't become a playable character until much later.
